Different Faces Appear in Line Up for Barnard City Council Elections in April

Three people have filed to run for election against the three current members up for election on the Barnard city council.  Alfred Wayne Wallace, Travis Zirkle, and William M. "Monty" Fuller registered at the Lincoln County Courthouse as candidates for Barnard city council elections to be held in April 2013.

Alfred Wayne Wallace, known around Barnard simply as Wayne, comes from one of Barnard's oldest families.  Wayne is running for Mayor of Barnard.  He raised his family on the farm his family homesteaded around the time of Barnard's founding.  He currently farms that same farmstead with his son and grandsons.  He comes from a long line of Wallaces that have been in public service.  Wayne has served in the military as well as having served as Lincoln County Commissioner and Mayor of Barnard.

Travis Zirkle is running for Barnard city council position 1.  He is a teacher by profession with extensive management experience in business and finance.  He recently completed his Master's degree in special education.  Travis has interned in the Kansas House of Representatives, has been on the founding boards of two successful historic preservation organizations, and served on the governing board of his church.  One of his current projects is the Barnard Banter which is now in its second year of publication with a readership of about 15,000 people in over 40 countries around the world.  He also organized the community free movie night this last June that featured "Joyful Noise" and is working on another movie night for this coming summer.  He is fascinated by Barnard's rich history and believes that the city has tremendous potential.

William M. "Monty" Fuller is running for Barnard city council position 2.  Monty has been in the Barnard community for many years now and thinks of it as a wonderful and peaceful place to live.  He has a degree in business administration from St. Edward's University in Austin, TX.  He has served on the board of directors of several organizations as well as on the governing board of his church.  Monty currently volunteers at the Lord's Diner in Wichita, a facility that provides meals for people who are homeless or on limited incomes.  Monty bought the former Matyas building in downtown Barnard with the hopes of starting a community library and gym while providing additional community gathering space.

Water Tower Update...

At the recent council meeting, the engineer for the project was present.  The meeting was held at 6 p.m. rather than the usual 7 p.m.  The engineer went over some specifics of the project.  The new tower is intended to be fitted to the foundation of the current water tower.  The current landmark water tower is slated  for demolition in September after Labor Day.  The plan discussed was for it to be imploded.  A member of the council suggested that they have a demolition party.

Also discussed was the technical specs for the new tower.  The new standpipe follows typical design and is simply a vertical tank.  The tower will hold more than what the public was initially informed.  Monty Fuller, who was present at the meeting and took notes, informed the Banter that the engineer said the new tower would hold approximately 40-45,000 gallons, HOWEVER, only half of the capacity (approximately 20,000 gallons or two days water usage) would be usable because as the water level lowers, so would the pressure.  To maintain pressure in the city water system, it must be kept full.  Council member Houghton, proponent of the demolition party, asked repeatedly if they could adjust the tower so would only be filled half way to which the engineer replied that he supposed they could but there wouldn't be any pressure in the water system.

Additionally, the engineer said that a new chlorination building would need to be built.  Ideally this building would be near the junction where the water pipe enters the city from the water district on north Main Street.  The building would involve significant cost to construct.  Since the city contracts for the delivery of treated water, they will pursue having the water district pay for the additional structure.  Council member Pickering suggested that the city also pursue a grant from the state historical society to purchase caulk for a small leak in the current pumphouse.

Bids will be opened on February 27, 2013 at 2 p.m. at the Barnard city building.

Deadline Approaching...

The deadline for registering to run for Barnard city council is approaching.  The deadline is noon on January 22.  The council member positions that are open for election are the Mayor and the positions currently held by Randy Pickering and Nancy Houghton.
